British Prime Minister Gordon Brown promotes it as a vehicle for creating high-skill jobs. French President Nicolas Sarkozy talks about using it to keep industrial jobs in France. The World Bank’s chief economist, Justin Lin, openly supports it to speed up structural change in developing nations. McKinsey is advising governments on how to do it right.

But when it comes to industrial policy it is the United States that takes the cake.

Really? The two examples of successful industrial policy in the paper are subsidized R&D, the most important of which (DARPA) was aimed at defense not industry transfer. As far as industrial policy goes, that is the mildest, least expensive variety. Nobdy ever got fired for recommending more research spending.

Then, we are reminded that incentives matter for the industries (always!) without taking in consideration any implementation issue. Finally, these policies must serve the polity not the bureaucrats. Right. Industrial policy is back, and an era has ended in Finance too!

Posts like this explain quite well why Prof.Rodrick and the Kennedy School are underrepresented among policy-makers. They just don't live on this planet.

It is certainly true that "successful economies have always relied on government policies that promote growth by accelerating structural transformation." But so have unsuccessful economies. I literally know of no government that has not, pretty much every year, tried to promote some business. My knowledge does not extend to Africa of Asia, but that is the story of Latin America.

There is a simple alternative to the industrial policy story. Someone gets a business notion and concludes it's cheaper to raise capital by buying politicians than selling stocks or bonds. Sometimes the business succeeds. That's called successful industrial policy.

How might we distinguish between these stories?

I am in agreement with the goals of countries that promote industrial policies, but not with its means. I think there are other conditions behind the successful of industrial policies.

Sticks and carrots are means that operate very well on an established basis. The first principle mentioned by Prof. Rodrick, “the industrial policy is a state of mind”, makes sense in economies with greater degree of evolution of the political and enterprise class. My perception is that this is not the case of Latin America, even if we know that the latter is a result of both, an education of greater quality and greater guarantees for the exercise of the civil rights.

But, are both related? , The political and enterprise class in Latin America always has influenced on the national legislation, therefore it always has been biased to fulfill certain interests, and not in pursuit to improve the common wellbeing.

Latin America will be able to take off when leave back this trap. Therefore, only with a greater seriousness of the political and enterprise class (when each one takes in serious its roles), one will be able to obtain the third Prof. Rodrick’s postulate, in which the industrial policies must serve to the society at large.
